COHA Senior Research Fellow – Dr Frederick Mills

Frederick B. Mills is Professor of Philosophy at Bowie State University, since 1995. Prior to his current position, he was Adjunct Professor at Prince George’s Community College from 1991 to 1996. He was also concurrently a Director of Operations for the Montgomery County Private Industry Council in Maryland between 1992 and 1994. Dr. Mills holds a Ph.D. in Philosophy from The American University, conferred in 1985. He completed his undergraduate studies at the State University of New York at Buffalo, receiving his B.A. in Philosophy and Classics in 1978. His current research focuses on various topics in philosophy, as well as areas of Salvadoran history and culture, U.S. immigration policy, and U.S. foreign policy.

Dr. Mills has published a number of articles on topics in philosophy and Salvadoran affairs, including philosophy of mind, workforce development, metaphysics, artificial intelligence, public policy, ethics, Descartes, Spinoza, Sartre, and Mario Bencastro. He also authored an introductory philosophy text (Kendall Hunt).

Dr. Mills is an Associate Editor of Humanities and Technology Review, an interdisciplinary peer-reviewed journal that explores the interface between the humanities and technology. He is also a founding board member of the non-profit Association for Educational Development in El Salvador, and a member of the executive board of the Humanities and Technology Association. He is a board member of the Mind Project at Illinois State University. Dr. Mills is the President of the AAUP Chapter at Bowie State University, and a member of the American Philosophical Association.

Dr. Mills received acknowledgement for Outstanding Latin America Political/Business Article from The National Association of Hispanic Publications in 2005. He was also given an Award for innovative Excellence in Teaching in 2000, at the Eleventh International Conference on College Teaching and Learning from the Center for the Advancement of Teaching and Learning at Florida Community College at Jacksonville. Dr. Mills has received research grants from the National Science Foundation via Illinois State University, as well as NASA Fellowships to study intelligent computer agents.

Early in his career, Dr. Mills worked as the Director of Employment and Training Programs at the Latin American Youth Center in Washington, DC, and as a Legislative Assistant for Congressman Bill Richardson and Congressman Charles Robin Britt. In addition to his writing and editing contributions to the Council on Hemispheric Affairs, Dr. Mills currently teaches courses on introductory philosophy, principles of reasoning, business ethics, philosophies of human nature, and philosophy of mind.
