(Right now mexico has the strictest gun control laws, but of course the bad guys all have guns anyway) The criminals in Mexico are not powerful because they have guns, but because everyone else does not! Criminals have a monopoly on power. With an armed Mexican population, the corrupt government will not only have the mafia to fear, but the people as well, which according to Thomas Jefferson is necessary for democracy.
