		<description>On what basis does Mr. Alex Sanchez bases his thesis that &quot;the 1823 Monroe Doctrine is no longer relevant as nations like Russia, the People&#039;s Republic of China as well as the European Union (and its individual members) increase their influence in the Western Hemisphere.&quot;? This is pure tabloid talk by someone who hasn&#039;t studied the very serious motives behind and objectives of the Monroe Doctrine. It was essentially a declaration warning foreign powers that the newly liberated nations of the Western Hemisphere were not to be reconquered by foreign powers, i.e. that their newly established independence was permanent, and that the United States of America would enforce it. Its last application was when the USSR attempted to establish military bases in the Hemisphere, starting with Cuba. Nothing in the Monroe Doctrine is explicitly or implicitly intended to discourage trade, or to threaten nations that want to practice free trade with hemispheric nations, or to invest in these countries, except when such practice would rely on the use of force. To add to Mr. Sanchez&#039; celebration of pluralism among the nations of the hemisphere, I would hope that he welcomes and also celebrates the end of US paternalism and condescention toward most countries. As a former member of a vital institutions during the Alliance for Progress, I must say that this state of almost compelling dependency by even the most independent nations bothered me for more than 20 years. It was painful to see that on many occasions, important measures such as agrarian reform decisions and processes  in the Andean countries, too often depended on the nod and frequently, the generosity, of the United States.
