COHA in the Public Arena (April 9 – April 13, 2012)

On Sunday, April 8, COHA Director Larry Birns was quoted in an interview with Oakland Ross of the Toronto Star on Hemispheric drug policy.

On Tuesday, April 10, COHA Director Larry Birns was interviewed by the BBC on U.S. foreign policy, particularly towards Cuba.

On Wednesday, April 11, COHA Senior Research Fellow Dr Fred Mills was interviewed by Jamaica Speaks’ Professor Trevor Monroe on drug trafficking in the Caribbean.

COHA Director Larry Birns was interviewed by Venezuelan journalist Juan Pablo Crespo of PANORAMA on the content of the 6th Summit of the Americas’ agenda for this weekend.

The U.S. Embargo Against Cuba: A Celebration to Lament Washington’s Sterile Havana Strategy

This past February marked the 50th anniversary of Washington’s embargo against Cuba. The birthday, which went uncelebrated here and in the Caribbean, was a grim reminder of the persistence of one of Washington’s most egregious foreign policy blunders.

Enacted less than a year after President Kennedy’s ill-fated attempt to unseat Fidel Castro’s fledgling communist government at the Bay of Pigs, the embargo was designed with the express purpose of ousting Castro and his fellow revolutionaries from power. Renewed on a yearly basis under the aegis of the Trading with the Enemy Act of 1917, the policy was last extended in September 2011 by President Obama, who stated, “I hereby determine that the continuation for 1 year of [the embargo] with respect to Cuba is in the national interest of the United States.”

Colombia Prepares to Welcome the Americas to Cartagena for Next Week’s OAS Summit

Cuba’s Absence Intolerable and Indefensible

The upcoming Sixth Summit of the Americas will be held in the resort city of Cartagena, a UNESCO World Heritage Site, from April 14th to 15th, 2012. [1] Thirty-three heads of government, representing all of the member states of the Organization of American States (OAS) except Cuba and the newly-abstentious Ecuador, will be arriving in Colombia next week to partake in the forum, which bears this year’s optimistic theme: “Connecting the Americas: Partners for Prosperity.” [2] The event follows on the heels of the inaugural summit of the Community of Latin American and Caribbean States (CELAC), a potential rival multilateral regional alliance predicted by some to eventually replace the OAS. [3] Comprised of all the members of the OAS except Canada and the U.S., CELAC staged its own debut meeting in Caracas on December 3rd, 2011. Its regional focus and de facto exclusion of the U.S. and Canada could signify a new era of Latin American self-determinism, and is widely viewed as an attempt to mitigate North American influence and involvement in the region’s politics. The Summit was hosted by one of CELAC’s principal architects, Venezuelan President Hugo Chavez. [4]

With shifting regional dynamics and contentious politics between the long-surviving, Washington-anchored OAS and the upstart CELAC, it is no surprise to see the distinctions between the two regional alliances repeatedly accentuated in unfolding Latin American policy scenarios. In the context of the upcoming Summit of the Americas, the host nation is particularly visible, as its leader, Colombian President Juan Manuel Santos, has allowed himself to become a wounded warrior and a flawed servitor of the United States, conceding to Washington’s perpetually hostile tone towards Havana. [5] The current strategic objectives of the State Department are almost exclusively focused on self-serving electoral outcomes in Florida, and the related interests of anti-Castro Cuban-Americans in Miami. [6] These domestic pressures, coupled with a lingering adherence to Soviet-era politics, have thus far prevented any substantial improvements in bilateral relations between the United States and Cuba over the course of the last five decades. [7]
