Dear Marc,
the word "negro" in Spanish means just black. There is no word for "niger" as in other latin languages. In Italian we have "nero" for black and "negro" for niger, in French people use "noire" for black, "negre" for niger. So you can say something about the tone, not about the word they use.
For my personal experience I didn't see any sign of racism in Argentine's guys I met in London and we were surrounded by people of all races.
However as it is a country full of white people and they're happy with that, where's the problem?
About the supporters at the stadium… ehm… have you ever been in a Latin Soccer Stadium??? Do you really think supporters need a person to be black to be evil bastards insulting the players? lol Good Lord!
I'd suggest you to make more experience of the world by travelling and meeting some new cultures and languages before to write about such a delicate issue like racism.
