		<description>If Chile&#039;s economic transition is not a miracle, and Chile is indeed an impoverished third world country, then who bears the responsibility for the impressive economic and social figures the country now boasts? From what I can tell, COHA would rather pretend that somehow, between 1988 and 2010, Chile&#039;s amazing economic prowess simply appeared out of thin air. No COHA, the Chicago Boys did change the country, even if that does sting. Pinochet may have been a fascist thug, but he did know how to pick economic advisors.  </description>

		<description>The Alliance for Progress made a major contribution to the development of graduate programs in Natural and Social Sciences in many universities in Latin America, where there were no graduate programs in 1960. 
 
The USA supported the Administration of President Eduardo Frei Montalva (1964-1970) which implemented a very well designed Agrarian Reform porgram, directed significanrt pubic resorces to provide education and health care services in rural areas, and took majoritary control of the copper mining sector.  In fact social development indicators improved more in Chile during the 6 years of Frei&#039;s presidency than during the first decade of Castro&#039;s rule in Cuba. </description>
