Too many people are living in abject poverty in Latin America because their lands were usurped from them by professional parasites whose opulence,extravagant life style and political power are based on the ruthless exploitation of the poor. And with the historical context, we are always inclined to assume the worst. However, without some mention as to what is normal in other jurisdictions, and what is "efficient" from an economic perspective, how can we judge. I suspect had those factors been also developed we might reach the same conclusion. However, absent that it seems the conclusion or inference is suspect.
