However, without some mention as to what is normal in other jurisdictions, and what is &quot;efficient&quot; from an economic perspective, how can we judge.  I suspect had those factors been also developed we might reach the same conclusion.  However, absent that it seems the conclusion or inference is suspect.

Broad distribution of land is not, per se, in the best interest of a country or its people.
