		<description><![CDATA[•Bouterse miraculously continues to avoid serving hard time for his past misdeeds On the 19th of July, the Peoples Assembly of Suriname, consisting of municipal and provincial representatives, selected as president former military commander general Desire Bouterse. This is not the first time Bouterse has come to power in Suriname. His first stint as president came during the 1980’s when he took hold of the presidency through a military coup deposing democratically–elected Henck Arron. His autocratic tendencies did not end there; he went on to seize control again in 1990, through what became known as “the telephone coup.” Since then Bouterse has added much towards his dismal résumé, such as being convicted in absentia of drug trafficking and sentenced to eleven years in prison in the Netherlands (though he has yet to serve his sentence). More recently, during his first overseas trip as president to Guyana, Bouterse made light of his conviction dismissing the case as “almost a joke.” Further hindering his credibility are the allegations that he played the definitive role in the murder of fifteen members of the opposition party during his prior reign in the 1980s. 		<description><![CDATA[It is no revelation to say that India, as it begins to bloom as a global power, is adopting a China-like posture in its search for new oil suppliers. New Delhi’s quest for energy supplies, as well as other extracted resources, has brought the Asian powerhouse to the Western Hemisphere, and to Washington’s attention. India is befriending potential oil suppliers, be it Mexico or Venezuela, Cuba or Canada. Even more interesting are New Delhi’s approaches to Cuba regarding the island’s possible oil reserves. It seems clear that India is hungry for guaranteed oil sources in order to maintain its booming economy’s momentum and its growing geopolitical influence, and in Latin America it is finding these potential suppliers and new friends. Indian Oil Hunger On July 2nd, the Financial Express published an article predicting that the Indian government will send the Indian Navy to fly the flag throughout the hemisphere in oil-rich zones, especially locations where the state-owned oil company, ONGC Videsh Ltd (OVL), has invested in oil and gas exploration. 		<description><![CDATA[Sparsely populated South American nation of Suriname will hold general elections on May 25, attracting the attention of international players ranging from the Netherlands and Brazil to the United States. The opposition National Democratic Party (NDP) has accused the U.S. of interfering in the country’s electoral process. Suriname could become the next member of the new left movement that is sweeping across South America. The NDP’s candidate as well as the country’s former president, Désiré Bouterse, is viewed with deep suspicion by the international community but he is not without friends. Bouterse ruled the former Dutch Guiana during the 1980s and was responsible for ordering the murder of 15 government dissenters in 1982. He was tried by a Dutch court in absentia and was sentenced to 11 years for cocaine trafficking to the Netherlands. Suriname’s elections could turn out to be the first tough test for newly appointed Organization of American States (OAS) Secretary-General José Miguel Insulza.
