As for Lula, he has done reasonably well but much more remains to be done to improve the internal social and economic situation. Therefore, he and his successors should not waste energy on the Caribbean or Central America for any issue. Maintaining good relations with its Spanish speaking neighbours should have first and foremost priority in foreign policy.
