However, I can&#039;t understand why the title is so fatalistic, given that the whole point of the article is to show that it is possible to terminate the CPMF without completing jeopardizing the plans for improving primary education enrollment.

Also, I was wondering whether the FGV report mentioned in the article&#039;s intro was the Miseria, Desigualdade e Destribuicao de Renda.</description>

		<description>This certainly is a fascinating piece. It made me wonder, though, if instead of helping with a phasing out of the CPMF, microfinance couldn’t actually help to phase out the Bolsa Familia.
