		<description>The tribute is merited.  His political masters limited Tom Shannon&#039;s ability to do all he could have during his tenure, but imagine if he hadn&#039;t been there.

It is a pity that even the Obama Administration did not give him all the arrows his Cuba quiver could hold, most notably by backing away from non-tourist travel due to pressure from Sen. Menendez

Add to Shannon&#039;s credit the appointment of Jonathan Farrar to head the US Interests Section in Havana, a much superior professional choice to his Reich-Noriega shaped predecessors.</description>
